If victory is a good thing, then the quote is uplifting. Never stop struggling. If victory means victory for some and loss för others, then I’m not so sure I agree with the quote. It’s not a one answer question I think. For me the definition of victory needs to be established first.
I’m sure various dictionaries would yield an answer to that question of semantics …
